Voters in Kosovo exercised their democratic rights by voting in early parliamentary elections on 11 June. The elections took place at a critical time for Kosovo and the reforms agenda. We expect all political leaders to ensure, after the conclusion of the electoral process,  a swift formation of the government so that important work related to economic development, the promotion of the rule of law, the EU-facilitated Dialogue with Belgrade and visa liberalisation is advanced without any further delay.

At the invitation of Kosovo, the EU deployed an Election Observation Mission (EOM) under the leadership of Chief Observer Alojz Peterle MEP. The EU EOM preliminary statement issued today indicated that in most of Kosovo, the Election Day was held in a calm and orderly manner. However, it also identified long-standing weaknesses in the electoral process as well as a disturbing pattern of intimidation within Serb-majority areas. It is the collective responsibility of all political actors, from all communities, to address these shortcomings.

The EU EOM will submit a final report containing recommendations which will be an important element to inform efforts for electoral reforms in view of further improving and strengthening democratic governance and institutions in Kosovo. We look forward to supporting efforts for electoral reform, informed by the recommendations to be presented by the EU EOM.
