The Twelfth Shadow Report of Coalition 27, covering the period April 2024 – May 2025, was presented in Belgrade, at the Miljenko Dereta space. The document shows that Serbia continues to make slow and insufficient progress in Chapter 27 – Environment and Climate Change. Despite the adoption of new regulations, the key problems remain unchanged: delays, weak oversight, lack of sanctions for irregularities, and insufficient political will.

The biggest challenges persist in the areas of air, waste, water, nature protection, and climate. The new Law on Air Protection does not address the main sources of pollution, landfill fires point to serious systemic failures, and the share of renewable energy continues to decline. Industrial pollution remains a complex issue, with only 44% of facilities holding integrated permits.

Coalition 27 stresses that without stronger institutions, improved oversight, and consistent implementation of regulations, there can be no real progress in environmental protection in Serbia.

The European Green Diplomacy Week is a global campaign of the European Union that promotes cooperation in tackling climate change and inspires climate action. This year’s event presenting the Shadow Report of Coalition 27 is part of the European Green Diplomacy Week programme in Serbia.

Coalition 27 publishes its annual Shadow Report to accompany the publication of the European Commission’s Report and to monitor progress of reforms in the field of environmental protection. The Shadow Report provides an overview of Serbia’s achievements in the areas covered by Chapter 27, including environmental protection and climate change, and offers recommendations for improving existing processes. The Report is made available to the public and shared with relevant national and European institutions.
