Launch of the Post-Flood Recovery Needs Assessment

Belgrade, 10 June 2014 – Today the Serbian authorities hosted the launch of the post flood Recovery Needs Assessment under the European Commission-World Bank-UN Partnership Framework. This cooperation will facilitate an effective and timely transition from the relief to the development effort, led by the Serbian Government. The assessment will estimate physical damages and economic losses, and will also identify the impact on affected citizens and their recovery needs. 

The Needs Assessment is conducted in close cooperation with relevant Serbian ministries led by the Office for Flood Affected Areas Assistance and Rehabilitation. Experts and officials of Serbian authorities, the EU Delegation to the Republic of Serbia, the European Commission, the UN and the World Bank will determine recovery needs and priorities, bridging humanitarian response with early and long-term recovery, working closely with affected municipalities and civil society.

The Needs Assessment is ideally timed for activation of post-flood support to Serbia by various donors, including the EU Solidarity Fund, the UN Consolidated Appeal and World Bank/EBRD/EIB loans.

The Needs Assessment will determine the socio-economic impact and cost of flooding, in particular in priority sectors such as Agriculture, Energy, Transport and Trade/Industry, and for private households and businesses, as well as the public sector. It will also establish an early-medium-long term recovery and reconstruction framework; carry out a macro-economic impact analysis; adjust risk reduction strategies for sustainable recovery and reconstruction; provide an analytical basis for the mobilisation and coordination of national, EU, World Bank, UN and international resources. It will form the basis for international donor assistance and make an important input to the planned international donors’ conference.
