What is IPARD
The new funds come from the IPARD program of the European Union – the Instrument for Pre-Accession Assistance to Rural Development. The program has already started, and Serbian farmers have so far had the opportunity to apply for two public calls.
The European Union has supported the Serbian agricultural sector with more than 150 million euros since 2001, and an additional 175 million euros of EU support was provided to farmers and agro-processors through the IPARD II program. The current IPARD III program will bring even more opportunities for Serbian farmers – they will have access to new EU funds in the amount of 288 million euros, which, with the national contribution and own participation, can lead to a total effect of over 550 million euros. The main goals of support within IPARD are increasing the competitiveness of Serbian farmers, preserving the environment and biodiversity, supporting rural businesses and communities, and developing rural infrastructure.
The EU market traditionally represents the most important export destination for Serbian agricultural products, with more than half of agricultural exports directed to the EU.
The export of agricultural products of Serbia to the EU has quadrupled in the last ten years, from 640 million euros in 2009 to 2.4 billion euros in 2022, while last year that figure was more than 2.2 billion. At the same time, Serbian imports of agricultural products from the EU have been constantly growing over the past decade, from 440 million euros in 2009 to over 2.4 billion euros in 2023.
So far, 17 IPARD public calls have been published, and over 1,400 contracts have been signed, with more than 1,200 payments to Serbian farmers and food producers.
