The Youth Employment Initiative is a programme in the European Union Member States which obliges countries to provide all young people up to 25 years of age who are neither in the education system nor employed with a job or the opportunity for further education. In Serbia, a survey by the Serbian Youth Umbrella Organisation (KOMS) found that the primary reason young people want to leave Serbia is, as they said in the poll, a right to a dignified life.
